2016 Forrester - programming remote cost?

I have a 2016 Forrester, and it came with just one key/remote. The dealer wants a couple hundred dollars for a replacement, and while aftermarket remotes are cheap, programming costs $100+. Is there no other way? And why so much to program one of these?

I had this problem with my WRX. There is no 'cheap' solution, but the least expensive option was to buy two blank keys on Amazon (which had used OEM internals, $40 each), had a local hardware store cut them so they fit in the ignition ($10), and then took them to Subaru for programming ($80 - they will program ALL your keys).

 

EDIT: Not all hardware stores will cut car keys because they are harder than standard house keys and wears out the cutting equipment faster. A local locksmith should be able to do it though. Assuming you don't have the laser-cut keys, i.e. those with channels in the blank, not the standard external-ridge keys.
