This all depends on what one may use it for. I've actually had extremely experienced PS users migrate to The GIMP simply because they were tired of paying license fees. They still manage to get everything done that they could before. Of course, there's always that learning curve. In essence, The GIMP CAN do everything PS can, it just takes time to learn how and probably few extra add-ons/extensions...
