you scuff the chrome i did the oem painted part as well because mine are off a 2005, then you clean them up (i had some cleaner from a paint store but i think mineral spirits would work or anything like that)

then you do a couple layers of primer and then paint, i never clear coated mine. you can if you want but it'll bring out the imperfections.

you can try scuffing it and painting it without primer, paint a small section and let it dry and see if it flakes off or not. i mean i personally wouldn't skip the primer but the paint may stick well enough to not need any primer.
