It depends on the summer tire and how you are using them. The Michelin Super Sports are most effective above 60 degrees, marginal below that, and functionally useless below 40. This is with respect to track events (autox & road). Regular street driving, I'm still doing ok at 45 degrees, though I do expand my braking zones a bit more.
Then again, Seattle rarely has winter with snow, only fall with rain.
