Does this recall require an inspection by the dealer prior to replacing the exhaust pipes, or are all of the vehicles in the recall repaired?

On a 2015 Legacy Premium, 4 cylinder engine, I had the 72,000 mile service done today. The Subaru dealer did not want to change the in the fuel tank fuel filter, stating that it is attached to the fuel pump and not necessary to change. How important is this service? If you don't do it yourself what is a price range for this service?

I currently have 53,000 miles on a Legacy 2.5. According to the dealer, maintenance is needed soon on my front and rear differential. I have never towed, and do not consider my vehicle used under severe conditions. Is it necessary to change the differential fluid to prolong the life of the front and rear differential, or is it an unnecessary expense?
