They are "illegal" but I do not consider them to be "illegal". The laws I have read talk about what the color the output is of the lights. The color change is so slight you can barely tell. I had mine done at Tint World, they charged $85/hr. I would have wanted to do it on my own but it would not have been done as well since I haven't done tinting before. I believe the most expensive one they had was around $700 and that's a full hood, front bumper, fenders, door sides. I want the protection, but I've called every place in CT and the cheapest I can find is $600 for partial hood and front bumper.
