The rear hatch on my car has been stuck shut for months again, luckily I haven't needed it. The handle that opens it is extremely rusted but functional. I believe the actual problem its just the latch mech down near the bumper, which I hosed down with numerous penetrating oil and it ended up working for a little while.

Does anyone know if the actual handle is available new in any other color than super-rust for a reasonable price?

What did you do to fix this permanently?

My "permanent" fix was to replace the handle assembly...
...which I guess is only about 250k miles permanent before it will rust out again, lol.

Handle (fits 90-03 wagons): 62150AA211
Bracket (95-03 wagons): 84927AC020

Bracket is the metal plate behind the handle, and if you can't tell there is one there, you may as well get one of these while you are back there. It just disintegrates over the years. Such an easy installation, its worth the $30 or so.

http://www.subarugenuineparts.com is great, you can type in the part numbers in the OEM part lookup page, and it'll give you the prices right there.
