I have a 2005 legacy GT all stock under the hood and randomly I will get a cloud of grey smoke roll through the hood scoop when I stop
Any ideas on what it could be?

It could be any number of things.
Have you checked to see if your hood scoop is on fire?

Something is obviously on fire. While you're driving the wind puts out the flames, thats why it doesn't smoke while you're driving...but as soon as you stop the flames flare back up.
This can be very dangerous. I take it you haven't opened your hood?

I vote electrical issues. You should look into a grounding kit.

valve cover gasket leak
coolant hose leak
cv joint leak
LGBT attacking for eating at chick fil a
