First & last time I'm doing this myself. 2 1/2 hours just to get the first one after all of the pushpin removal/replacement, not to mention that the hole is about the same size as both the waterproof cover and my meaty hands. Much swearing was involved.
Shop manual says you can get there by removing only the under-bumper pins and the one at the fender cover/fender join in the wheel well. Hogwash. I had to remove all of the pins back to the strut axis to make enough room to get in there.
Update: As always, my luck is non-existent. Started with the driver's side as that was the blown one. Way too much stuff crammed in there. Passenger side was a doddle (beyond the ******* push pins) as there's nothing in the way.

I just did this tonight. The talk was to remove the bumper. I removed the inner fender, took less than 90 mins to do both sides.

I replaced the driver's side on my wife's 2010 earlier this spring. I didn't know my vocabulary consisted of so many curse words. I may have even invented a few along the way. I went in through the wheel well. I would have never got it done without removing the battery. If/when this happens on the 2013 I'll be taking her to the dealer just like Subaru wanted me to do in the first place. About 1 1/2 hours to get one done. Not again.

Heck, if you're ever near Arizona come by and we'll drink beer. Screw the bulbs.

With the amount of room available after the bumper is removed HIDs would be cake.

What is the process for removing the bumper? I changed my driver side bulb last winter and it was a bitch. It's dead again and I would rather not go through the wheel well.

I was recently quoted $250 installed for a set of 6000K HIDs. I fail to remember which brand, though.
I forgot to mention, the only reason I don't do it myself, is because once I remove the bumper, I have no place to put it other than on the top of my car.
