Received qoutes ranging from $1,100 to $725. Receiving a discount for no oil change and no air filter change. Also getting them to do 3 TSB's for engine idle, harsh downshifts, and peddle lag. Went with the not quite cheapest dealer who is located much closer to me, $800 OTD with a free rental.
Seem like a decent deal?

Bulletin Description: With the release of the October 2011 Subaru Select Monitor III (SSMIII) software update and FlashWrite reprogramming software updates, a new logic revision was added for the above listed models. “Improvement of Engine Speed Stability” and “Program for Unification of Engine Speed Stability” is designed to homogenize across all model lines an update previously incorporated in other models. The purpose of this change is to improve the engine speed stability under idling conditions when the transmission gear shift position is changed from “N” to “D”.

I just looked in my 2012's book. Subaru's recommendations at 60Kmi are:
Fuel filter replacement.
Air filter replacement.
Spark plug replacement.
Brake fluid change.
..and a bunch of inspections.
If you go by what the dealership recommends, which are mostly garbage, the sky is the limit.
Dealers will typically charge anywhere $75-125 for a fuel filter change, $40-60 for an air filter, $150-300 to change spark plugs and $100? for brake fluid change maybe? That's ~$585 at the high end. Most of the inspections were on the brakes, which should be real easy to look at if they're bleeding fluid out of each caliper.
A nice profit margin for the dealership and peace of mind for the owner.

If they're doing the 4 things listed about, that's about right. Obviously you can do them for a fraction of the cost, but not everyone can or want to DIY.

Yeah go down the list and look at what they are actually doing. You can do the inspections if you have a modicum of mechanical skills. Sounds like you are picking and choosing which services, but the price is really high....even if they are doing things like flushing the tranny and doing plugs. They should be cutting you some slack on the TSB's because they are known Subaru issues...that just didn't meet the def of a recall. Did you talk about them when the car was under the 5/50 warranty?

Got my car back from service yesterday. Ended up at $800 OTD, could not find a local dealer (that i would actually leave my car at) that wanted less than $800.
Car received a clean bill of health, no problems reported. Engine seems quieter and response seems faster with the new plugs.
They preformed the 3 TSB's I asked them to. The car idles much better when cold. I was getting a rough idle when sitting while cold and the ECM software upgrade cleared that up. The transmission software update cleared up the two issues i had there. No more harsh downshifting and no more peddle lag when accelerating for an incomplete stop.

Replace plugs, drive belt, fuel filter, brake fluid.
Inspect cam belt, coolant, fuel system, trans lub, gear/diff oil, Brake pads, linings, front/rear axle boots, CV joints, axle half shaft, parking brake, Steering and suspension,
Front/rear wheel bearing lubricant.
Adjust valve clearance
Rotate Tires
They performed 3 TSB's, 1 was covered under warranty. They also began an investigation regarding AM/FM quality with the rear defroster running, I have significant static across all bands if the rear window has frost on it.
