90 - 98 have igniters, so maybe the 99 does.
but i think they eliminated it at some point, probably with the phase 2 engines. (99 ej22 = phase 2)
IF you have one it should be located on the fire wall next to the trans support , dog bone, on the driver side.
the coil fire both front cylinders at the same time and both rear cylinders at the same time.
it is pretty rare for none of them to fire due to a bad coil or igniter.
usually you would lose the front or the rear but not both.
the crank sensor could cause no spark.
have you checked the fuses?
and the fusible links in the fuse box under the hood?

are you sure you have no spark?
it could also be no fuel.
or the timing belt is off.
