Hard to steer - how to diagnose problem?

Over the last week my 05 Legacy GT has become harder and harder to steer. The power steering fluid is full. The pump is not making any noises.

Could the rack and pinion be causing this? Does a power steering pump ever go bad without a leak and without any noise?

Any info would be greatly appreciated.

Yeah, I checked tire pressure. Was really hoping that would be the problem.
