Both of these questions need some mulling over before you can determine whether the front is not low enough or the back is already too low... I think the later myself.... Or I'll wait til I get narrower tires and I'll drop the front 1" and rear 0.5" The rear fenders are cut. And has never rubbed. I don't usually carry passengers in the back. The front is untouched. They rub often at this height.
