Turn signal problem (quick blinking)

I am having a problem with my turn signal, basically what is described here:

The bulbs are fine. The problem is isolated to the right side so I swapped bulbs with the left side (which work). The problem continues to be the right with the left working fine.

 

My issue is getting the turn signal stalk off to clean/replace. I messed with it a little bit today and undid 2 small screws but the stalk didn't budge. Is there something I am missing? Do I need to remove the steering wheel?

Oops, I was worried about getting the details of the problem that I for got something that simple.

It is a 94 legacy.

As to the above diagram: i took out small screws on the back of what I assume would be piece 5. I didn't see screws in the 3 location.

My 93 SS has the same problem. Good to know there might be a solution. But, since it still works and I'm kinda busy I'll save fixing it for another day.
