Rear lights/plate lights dont work when headlights are turned on

So I have a particular problem. I have read up about peoples headlight switches crapping out and that is why the rear lights dont work but my situation seems a little bit different. Here are my problems

 

When I turn my light switch to parking lights (first click on the headlight stock) the rear tail lights and license plate lights work fine. As soon as I flip the stock to turn on headlights (rear lights are supposed to stay on as well) the front headlights turn on but my entire rear end goes out,

Brake lights all work, I have checked bulbs, fuses relay's in the engine compartment.

 

I have taken out my stock and checked for continuity for all three settings and there does not seem to be a problem there.

 

Here is the weird part At no time ever when I turn my parking lights on from the steering column behind the wheel do any of the parking lights work at all. quite a weird situation. Any help would be greatly appreciated.
