Cecil Co. -- i'm a nj exile, so i think the murder rate dropped for me -- i'm thinking of it more as 'toll-happy land' (i.e. rt 95) and 'high-gas-price land' (about .25 more than nj). I lived in the DC area for the past five years.....2 years in Fairfax VA, 2 years in Gaithersburg MD, and 1 year in the District. I moved away to get away from the traffic/crowdedness of the DC area.
