Cooling Fans Inop

I have a 93 Subaru Legacy. The fans will not kick on no matter how hot it gets, unless the ac or defrost is on. The coolant temp sensor is good, it has voltage to it and the wire going to the ECM ohms good. I can back probe the wire at from the ecu to the fan relay and give it ground and the fans kick on so the wiring on that sides good too. Has anyone heard of the ECM going bad and not letting the fans kick on? Or have any other ideas?

Hello;

Could be the ECU, remember that there is three sensors. The single spade is for the gauge, the two pin goes to the ECU, and the trianary switch on the a/c receiver for the a/c fan. Look at the sticky at the top of the page and do a run test. This should turn on both fans while you are doing the test. If not, thinking the ECU would be faulty, Steven.
