NO CEL(ever) but hesitation at 1800-2100 RPM

We have a new hestiation/miss around 1800RPM-2100 RPM with engine lugging. The 05 LGT/5mt has 164,000 miles.

 

We usually work around it by letting it rev. It used to only happen when cold but now is also warm.

 

Should I be concerned or drive to the CEL goes on to make it easier for Subie indy to figure out. He mentioned valves and said hopefully it is not the issue as I don't want to know what is involved.

 

OEM turbo and banjo bolts not touched(remove them???)
