05' Subaru Shifter? On Manual?

Just bought an 05 legacy gt ltl and I am discovering its flaws. Today I noticed that I do not have to push in the brake pedal to move through gears:confused:

 

I have an automatic and a can see there and run through Forward, Reverse, Neutral, Drive, etc. without pushing in the brake. Today I was on a hill, and wtf boy did that slam into gear.

Okay so i dismantled the assembly today, and this small black lever thingy just came out of no where, and a spring flew out, the spring looked like one from a mechanical pencil and the lever was small, black, was about an inch or so long.

 

Something isn't right. When I press my brake, I can hear under the shifter assembly the "click" noise when I brake, but it doesnt hold my wheels tight so i can shift!

 

Suggestions?

I've had a 1988 wagon, a 1990 wagon, a 2000 wagon and the 2005 wagon. I last had the hill holder on the 1990, which also had the 2-wheel/4-wheel button in the shifter. The hill holder wasn't for parking, it was for stopped when you were stopped at a light. You just have to get better with the clutch, I guess.
