1999 auto tranny issues PLEASE HELP

Hi there, my names Pat. new to the forum.

I have a 1999 Subaru legacy wagon with the 2.2 (I believe) and an auto trans, I don't know what it is though. It does this thing where every time I shift from park, neutral, or reverse to any forward gear it hesitates really bad to go. It will rev up like as if it were in neutral and then bog down and try to lock into gear, but it wont, then it seems to go back into neutral. It will repeat this 7 to 10 times before it finally locks in gear and goes. Once it locks into gear it shifts normally and doesn't slip. It Only does this with forward gears, I'm not sure whether it is an electrical issue or possibly a bad belt in the tranny? I'm really stumped on this one. Anyone who has had this issue or have any information on what I can do to solve it please feel free to chime in. I really want to get this car back on the road.
