Bilsteins are OEM-replacement style struts/shocks. Konis are adjustable for damping, Bilsteins (at least OEM-style replacements) are not. There is some kind of issue depending on which car you have and which Bilsteins you get about needing top-hats. I don't know which is which, though (Spec-B, regular, JDM Bilsteins, etc).
