Yes, they're sold as a set of four. Welcome to the world of full-featured coil-overs. Take any mainline coil-over setup, it's going to be in this neighborhood. Teins are around $1700. Zeals are $2300 on up to $2800. HKS are around $2400. (These are rough prices based on most cars -- I'm not sure if HKS even has a Legacy coil-over in the U.S.)
If you want to spend MORE, you can -- remote reservoir setups (meant for racing) can cost $10,000 and up.
You can find less expensive coilovers, but they'll be off-brand, or won't have all the features. For instance, Tein makes some that do not have adjustable dampening, and cost less.
