I was working on my buddies car a few weeks back and notice his top hose was suctioned down too. After investigating the system, I found that the reservoir tank was caked with old dried coolant (looked like mud) which was plugging the reservoir hose. After flushing the whole system and cleaning out the reservoir tank & hose, the problem was fixed. Make sure nothing is blocking the reservoir hose and the tank is filled properly.
