CA vs Federal Emissions - Timing Belt Different?

I'm looking at timing belts for my car through one of my local commercial suppliers.

An option for California or Federal Emissions is coming up....different part numbers between the two belts...and they are both Dayco. Whats weird though is they are both 211 teeth and 66.46 inches. Tooth pitch and thickness are also the same.

Whats the difference between the two?
