I'm assuming it will unlock to shift under most circumstances? I wonder if the TCU would even let the transmission shift knowing that the torque converter is locked up (manually).

I'm basing what little experience I have on this from jeeps. There are shift mods to lock the torque converter in I believe any gear. If you locked it at idle it would obviously stall the motor as if you were letting a clutch out.
