You can claim loss of value from the insurance company you know... the insurance company will require you to have an appraiser complete an appraisal and the insurance company will pay you for the loss in value.
She was at fault... the 18-year-old girl in front of her hit the person in front of HER, then slammed on her brakes (and ended up flipping). My fiancee didn't realize that if you rear-end someone, you are at fault, so she rear-ended the 18-year-old rather than have more people involved in the accident. Now she knows to slam on her brakes, people behind her be damned. (Also, if she had been rear-ended, the car probably would have been totaled...)

BTW, the 18-year-old is in an even worse situation, because not only did her car flip, the person in front of her is suing her.
