Depends on how accurate you're being. For this, I doubt it matters if you take it to 18ft/lb instead. 13ft/lb by hand is tough because it's earlier than hand-tight on a small ratchet.

But you're right, you definitely need an in/lb torque wrench for anything that light. I guess I'm just too careful.
