I don't know about you guys, but I can't do 13ft/lb by "feeling" it out. I'll thread it in with my fingers and just a socket to avoid cross-threading, then once it's threaded right and snug, I'll use a torque wrench to take it to the right level.
However, I hope the OP didn't use a high-range torque wrench, as they simply don't work at torque levels that low. You'd easily put 30ft/lb on before it would even register.
