Because even at $500 he is still making a ton of money off of you, so it's no sweat to him to drop his quote quickly from absolutely ridiculous to slightly less ridiculous.

For a dealership that will charge $300 for a service (like a 15k mi service) they can bang out in 1.5hrs, it just isn't worth it to them to take 2hrs and charge $200 to swap out springs, so that's why if they are going to do it for you, they're going to make sure they make as much if not more (usually more since an aftermarket installation is "riskier" than routine service for a dealership) than if you were coming in for a basic scheduled service.
