Crudely, something called %critical damping and a book titled "Race Car Vehicle Dynamics" might give enough of a hint. But you'd need to work up more than just a single number, you need to think in terms of an XY curve or maybe a 3-D surface map. Having a mechanical engineering degree would come in really handy.
