Yes indeed. It needs to since you really shouldn't be putting more than 12-15 psi through the turbo inlet. It was never meant to hold boost. I believe that most, if not all, air compressors come with a regulator so in most cases just the ball valve would be needed, but I'll offer a regulator in case anyone really wants one on there.
