Seems odd that the dealership would rebuild it themselves. 500 is an ok price for the install, it is a royal pita as it is burried in there, and the system needs to be drained, filled and rebled when done.
Only issue with rebuilt units is the risk of getting a bad unit. Then the labor is thrown away. If the part the installer supplied fails, the labor is usually on them.
