I should also mention, that big "pull" forward you're getting on shifts is likely from the suspension. They squat pretty hard in the rear under acceleration, so when you combine that with lifting off to shift, you get a pretty rough toss forward.

My understanding which may be 100% incorrect -- check with smarter people than I, is that the Legacy is set up a bit undersprung in the back to keep the ride a bit more comfortable, and the car is also intended to dive forward a bit in order to brake flatter (which is why the stock rake is a bit to the rear).

I had RCE Tarmac 1s on my 08 LGT for a couple years before getting my 09 spec.B -- it was so much softer in that respect I thought I was going to throw myself through the windshield the first time I did a real hard 2-3 shift.
