Is the second air filter necessary?!

I replaced my air filter in my 2010 Legacy 2.5i recently and saw a second air panel in the box, is that necessary, or can I remove that for improved air flow (if any)?

I bought the Megan Racing Axle-back for the 2008 WRX. I'm gonna have the shop fab a y-pipe for it, and put it on next week. I'll post pics and maybe a video too, once its done.

Nope, there is a removable cover over the 2nd cutout, so it is very easy to accommodate another output.

I'm at about 5200 miles on my 2.5i w/CVT. I'm averaging about 24-25mpg when doing 90% city driving, and about 30-32mpg with 90% highway.

I'll take a look for the silencer. The 2006 I referred to is my father-in-law's car, and it is bone stock, silencer and all, and it has the pronounced subie growl, it's the 2.5i with M/T.
