Apparently we don't have a choice... The insurance company (PEMCO) is requiring that they repair and not replace the bumper. Not surprised, but stil wished there was an option.

I could be wrong but I was under the impression you are unable to hold the title of a vehicle in WA state unless you're 18. Could also be only legal owner, but registered owners/drivers can be 16+....

Did the insurance for the owner of the trailer go after your friend? Here in WA state if you get rear ended by someone who was rear ended, your insurance company can go after every vehicle insurance...
