Unfortunately that's not the case. I took one apart last night to double check connections and that it was in the housing properly and it was fine. The light output is simply not there.

I just spoke with the service manager who is going to send me a wiring diagram. He seems to think that it may be a ground issue. He's never seen this in the past.
