If you have a battery, get a piece of wire, strip the ends, connect the + and - to the battery and then to the + and - of the plug on the headlight for the low beam. It should light up.

It's actually the intense G-forces forcing the fluid out. You need a washer fluid reservoir baffle plate, I think Zero/Sports still make them.
