The bulb retaining clip is held on with a philips head screw, hopefully it just snapped out. Also, it is way easier to just remove the bumper and headlights than it is trying to change the bulb...

In theory, bolts are to be loaded in TENSION, that is their design. That is why we use bolts. The tension then 'compresses' mating components and is supposed to keep what they are bolting together...
