Removing water stain or water spots on glass and paint

I don't know what the hell they are made of, but these spots won't be cleaned with windex or multi cleaner that I have. Any club how to remove these spots?

I just checked the parking light and it turns on both front and back.
Anyway, I won't have to worry about disabling DRL cuz parking light should cover it no problem. Thanks for the idea.

I am getting a HID soon on my 05 Legacy, but I have to disable the DRL. I looked carefully on the roads in Toronto and Ottawa, it seems like 95 of 100 cars have their DRL on.
