Anytime you use a new hose and are using worm clamps you have to retighten them after a few days... Weeks.... The rubber softens some, clamps lose tension, and tend to leak... Just something worth...

With my driving of about 85% street and 15%...

With my driving of about 85% street and 15% highway I get between 15.5 and high 17s on a weekly basis. Over the thousands of miles that the other trip meter is at it shows 17mpg.

Well... Try taking off spark plug after cranking a bit to check if wet with fuel.. If it is then its definitely an ignition issue.
Was car running fine before the belt change?

It could be any number of things... If the crank was at the top of the exhaust stroke, the other timing marks wouldnt have aligned therefore im assuming your timing is likely correct.
