Try pulling the bulb, bend the wire leads out...

Try pulling the bulb, bend the wire leads out from the base to about 45 degrees, and put the bulb back in. See if that doesn't fix your problem. If they are flickering it's a bad connection.

True, I don't know how big of a deal it is here in WI. I bought the car here last summer while I was working in the state and it didn't have the bracket then.

That's why I'm asking around here. The stealership wants $40 for a new bracket. I figure if someone from a rear plate only state has one, I can get it a lot cheaper and save me fabricating my own.
