Subaru 2000 Legacy wagon outback limited

So my search continues but found another car, its a 2000 legacy outback wagon in excellent exterior and interior shape, the owner says it has been well maintained and looks so, haven't gone to see it...

looks like i am not going to buy the car, did a carfax just to see the history, looks like mileage tampering, very odd to me, is it that easy to tamper with and worth it ? my hopes are dashed!!

it turns out its a legacy wagon outback Limited, i believe which has the 2.5 engine, should i stay clear because of the eventual head gasket issue?
