No tail-pipe sniff test for OBDII cars in PA...just plug them in and check for codes. I don't believe they are required to do any visual inspection to the emissions system.

He's said he's done many WRX exhausts and I believe he used the flange that attaches to the turbo that he had made...from that point it was done piece by piece using magnaflow mufflers...no pics yet.
