the 99 outback / sus has the dohc ej25D, phase 1 engine, both of them. (the 99 forester had the phase 2 ej25 SOHC engine.)

HOWEVER, the 99 should / could have the phase 2 4eat which has more bell...

Swapping the engines is really not that hard...it's a bolt in affair. There are plenty of tutorials on the internet. It's a plug and play situation for you.
