Are you stock? Sounds like boost leak ... Check vacuum lines under intercooler (should be clamped or zip tied). If it is a wooshing, blowing sound, check the larger hose connections at intercooler...

I'll take a few measurements to see if there may be a chance I could MacGyver...

You won't need to retune with the replacement of the OEM charge pipe. Although, you may want to do a boost leak check afterward, just to be sure you didn't introduce any leaks with the install.
