I am not going to try a WRX MASTER... i am sure the Legacy one works just fine with this brake setup. I just need to get a new Legacy master and then see what happens.

I have little red caps that you use for blocking...
I have little red caps that you use for blocking off pipes, so I just capped off everything. I did the gravity bleed first, but I am pretty certain its not air causing the issue.

Thanks guys, I did the gravity bleed first, and then did the one man pump and hold using a clear tube on the open bleeder going into a half full bottle of brake fluid so it didn't suck air back in....

Your ATF can definitely cause a hesitation if its not the OEM subaru fluid. Might be getting a sticky valve body. I have seen this issue go away if flushed with the OEM stuff.
