ok, these are the things you need:
windshield washer pump
sprayer hose, about 4 feet
1/4" OD hard plastic pipe
a lighter, pliers, and a safety pin
a container (I used a container meant for a coolant overflow tank, It had an outlet for the pump, an outlet for venting air, and a top that was easily modified to have my filler hose put through it)
electrical wire hangers, 3x small size, 1x medium size.
6 stainless screws, I bought hex head.
wire, a switch, add-a-circuit.
here are my parts, on the kitchen table:

now, go out to your legacy/outback.
take out your snorkus, disconnect the maf sensor, and remove the airbox.
if you haven't disconnected the resonator, do it now. you MUST remove the resonator for there to be enough space to put the pump and resevoir.
you should be staring at the gaping abyss that is the inner fenderwell

now, install the pump and resevoir in that yawning chasm.
I took power from an "add a circuit"', giving me a 10A fused line to power my pump. I went through the plug on the firewall that is right behind the intercooler, at about its level.
in order to make filling my resevoir easier, I ran the 3/8" ID PVL tubing up, along with 1"ID tubing that I punched through the top cap around the airbox. the 3/8" ID line is so the air can escape as I fill the resevoir.

now, for the part involving a lighter, a safety pin, pliers, and the hard plastic tubing.
form a length of the plastic tubing into a horseshoe shape. On the inside of the horseshoe, mark where you want your streams to be.
now, put the tubing in a vice grip, and use your lighter to heat up your safety pin. heat it till it is nice and hot, then carefully use it to melt your sprayer holes on your marks.
after doing that, cut a small length of tubing the width of the intercooler, and another small piece (about 2") to couple the tee that should have come with your washer pump to the 1/4" OD hard plastic tubing. the hard plastic tubing should fit into the washer line. it will be really hard to get it in, but that just means it wont leak.
now, arrange your spray horseshoe inside the intercooler tray, like so:

then use your small wireholders on the hard plastic tubing, and your one medium like I have.
wire up the switch to your interior (I made an acrylic cubby gaugecluster to hold mine, pics of that tomorrow!)
