Does Cobb Performance make the best cold-air intake for 2003 Legacy 2.5GT Sedan? If not, what are other brands that make intakes for legacy sedans?

I have The COBB CAI on my 2000 2.5GT. Sounds great, Looks good. Car seems a little faster. I like it.

Yes they do, my friend has the dragon short ram and was alttle disappointed because he liked mines better. Go to subaruplanet.com, check it out.
