That model has a twin scroll titanium turbo.
Titanium is approx half the weight of steel and i think better heat qualities.
Thus the turbo spools up alot quicker than a non Ti turbo giving peak torque at 2400 rpm.
The marketing guys thnk it snds cools so they push it into the advertising.

Its a bit of both. Certainly they could take the time upfront to build a car to meet both markets. Most of the time it seems to be an afterthought though for them to meet US regulations. I can't blaim them, Im sure they want to recoup R&D costs as soon as possible in their own market.
