I used this to sand down the touch up paint on a chip and now there is a scratch haze all round the area. Tried swirl remover but the haze is still there. Do I need to use something more agressive?

What kind of swirl remover did you use? Typically sanding haze is pretty tough to get out. The easiest product to get your hands on and try would probably be something like Meguiar's ScratchX or even the 'as seen on TV' GS27. Those are both excellent for removing sanding haze. Give that a shot and see if it works out for you.

Yeah, #9 is pretty mild stuff. On a scale of 1 to 10 it is actually rated at a 3. They don't have anything rated at a 2 unless they put NXT on that level. #9 has mostly fillers and isn't especially effetive at actually removing swirls. It just fills most of them and makes them harder to see. Something like ScratchX will definitely be more effective. Its in a black tube with white and red letters on it. You can't miss it. It will probably run you about 7 or 8 bucks.
